The Helsinki Region Environmental Services (“HSY”) is a joint municipal authority in the greater Helsinki region, the capital of Finland. Its duties include producing high-quality water and waste management services for over 1.6 million inhabitants. In addition to this, the authority is a key player in producing up-to-date information on the environment for its stakeholders.
Behind many of HSY’s business processes and data production functions a so called regional basic register. Users of this register include customer service, enterprise resource planning (ERP), the regional traffic authority, municipal urban planners, consultants and researchers. This register of key spatial information covers topics such as land use plans, lots and parcels, buildings and building permits, addresses, population, etc.
Ubigu was selected as HSY’s partner to both craft the specifications and architecture for the renewal of this register, as well as carry out the actual implementation. The demanding work included creating a completely new data model, moving to a cloud-based Azure architecture and building all data load, transform (harmonization) and refinement processes with FME Flow. The renewed system was taken into operational use in early 2025. All in all, our cooperation has covered:
- defining user stories
- technical benchmarking
- conceptual, logical and physical data modelling for the database
- building and testing the database solution
- creating the ETL/ELT processes with FME Form and automating them with FME Flow
- creating geospatial API’s for the end users (OGC API Features and WFS) with Geoserver
- creating a harmonized classification system
- building the test and production environments
- thorough documentation
- technical support and maintenance for the service
