Hanna – Project management system

Back in 2021, the City of Tampere was facing a need to renew its built environment project management. As the growing center of Finland’s second largest city-region, demand was high. A solution was required which would meet current and future needs both technically and process-wise.

As part of a larger project aimed at modernizing land use, the city began a multi-phase system renewal effort. From onset onwards, Ubigu was selected as the city’s partner in carrying the reform out. In this work, we first created an interoperable data specification for urban development projects, engineered the specifications and architecture for the new software solution, and created a vision for user-centricity through service design. After this, we began the actual software development work.

The first version of the open source project information management system, named Hanna, was completed in January 2023. The system provides tools for developing and managing project management processes that are key to investment planning and the city’s growth management. At the same time, information management, communication and interaction regarding projects improved.

Hanna became the master data repository for the City of Tampere’s urban development and maintenance projects. Examples include road renovations, light rail development, creating new parks, repairing bridges, and so forth. Hanna enables the city to use a harmonized process for managing all investments in the city’s land use and infrastructure, and provides the city officials easier means for reporting to decision-makers.

The cooperation between Ubigu and the City of Tampere to further develop the system continues, as new users and use cases are catered for.
